Water Energy is a consumable in Fiend Folio, a mod for The Binding of Isaac.

Causes Isaac to shoot out 8 tears in a circle around him that deal Isaac's amount of damage.

Causes all enemies in the room to shoot out 8 tears in a circle around them for 7 times in a row that deal 10% of Isaac's damage.

Enemies themselves also take 10% of Isaac's damage for each tear shot, or 80% for the full circle.
