Flywheel Effect is an active item in Damnation, a mod for The Binding of Isaac.

On use Parry any damage taken within 1 second.

If a penalty damage is successfully parried, reduce the recharge time of this item by 15%. 1 seconds recharge time at least.

A flywheel appears behind Isaac and spins at high speed. This is only visual effect.

Flywheel Effect is a reference to a trait from Identity V, in which the trait allows survivors to instantly triggers a short dash and immune to any damage briefly.

The effect for recharge time reducing references the flywheel effect in real life: To make a static flywheel rotate, at first, you must use a lot of force and push it repeatedly. Every rotation is very laborious, but every effort will not be in vain. The flywheel will rotate faster and faster. After reaching a certain critical point, the gravity and momentum of the flywheel will become part of the driving force. At this point, you don't need to exert more effort. Just like the item description: all things are difficult before they are easy.
