Psychic Eye. The effect becomes inherent to Satori rather than being shown as an item.

Whenever an enemy is controlled by Psychic Eye, permanently grants Satori the following stats:
+0.025 fire rate.
+0.05 damage.
+0.0625 range.

Whenever a friendly enemy is killed by Psychic Eye's mind blast, temporarily grants Satori the following stats which decay in 16 seconds:
+1 fire rate.
+2 damage.
+2.5 range.
