Spawns exclusively in Treasure Rooms based on the item's quality.
• Quality 0: 1 in 2 chance
• Quality 1: 1 in 6 chance
• Quality 2: 1 in 11 chance
• Quality 3: 1 in 16 chance
• Quality 4: 1 in 21 chance

When destroyed
• Rerolls all the items with 50% chance of deleting the pedestal.
