Grants a damage and fire delay multiplier depending on the active slot the item is being held in.
Primary active slot:
x0.45 fire delay.
x0.55 damage.
Secondary active slot:
x2.2 damage.
x2.4 fire delay.
Only appears while playing as Bael.
