Rules Book is an unlockable active item in Benighted Soul, a mod for The Binding of Isaac.
Description
Shows a fortune paper and triggers a random effect:
• Spawns a coin.
• Spawns a bomb.
• Spawns a paper trinket.
• Spawns a health-priced shop collectible.
• +15% angel chance.
• Gains X-Ray Vision effect.
• Game timer decreases by 10 minutes.
How to unlock?
Defeat The Lamb on Hard Mode as 
Benighted Judas.
