Converts all red heart containers into black hearts, and adds 2 additional black hearts.

Bone hearts will not be removed, but only emptied.

While heldAdds a chance to shoot fear tears that cause enemies to run away from Isaac.

The chance to shoot fear tears scales with luck, starting at 15% with 0 luck, and goes up to 100% with 85 luck.
