Ms. Dolly is an unlockable active item in Martha of Bethany, a mod for The Binding of Isaac.
Description
Holding down the active item button will consume 1 charge every 0.5 seconds, dealing (2 × DamageStat) × ChargesUsedWhileHolding damage to all enemies in the room for every charge consumed.
Can be used when the item is not fully charged.
When used by Judas or Tainted Judas, the base damage is increased by 20%.
When used by Lazarus, 
Tainted Lazarus, 
Bethany, 
Martha or 
Tainted Martha, drops a 
Half Soul Heart every 6 charges consumed while holding down the active item button.
