Frosty is an unlockable character in Repentance Negative, a mod for The Binding of Isaac.

XIII - Death (upon defeating Satan)

Passively applies a freezing effect to all enemies in the room, making them and their shots slower, and they freeze to death after a few seconds.

Frozen enemies turn into ice statues, similar to Uranus.

While applying the freezing effect, Frosty loses -0.4 damage every 5 seconds. The damage loss is reset upon leaving the room.

Bosses are immune to Frosty's freeze debuff, and he won't lose any damage while in the boss room.
