Chewing Tobacco item
Chewing Tobacco is an unlockable passive item in The Sheriff, a mod for The Binding of Isaac.
Description
Every 21 shots, Isaac shoots a large, slow, black tear which inflicts slowness and bursts into smaller tears and slowing creep.
Smaller tears also inflict slowness and leave smaller puddles of slowing creep.
How to unlock?
Defeat The Beast as 
The Sheriff.
