Hydrokinesis is an unlockable passive item in Fiend Folio: RELOADED, a mod for The Binding of Isaac.

x0.5 fire rate.
-0.2 shot speed.

While Isaac is shooting, spectral tears constantly spawn around him and are automatically fired at the closest enemy.

These tears will emerge from the ground and remain floating in place until they find a target.

All of Isaac's tear effects, stats, and weapon types are applied to the additional tears.

The rate at which the tears appear scales with Isaac's fire rate, and is equal to MaxFireDelay / 1.5.

The tears can also target poop, TNT, and fire places.

Defeat Rainmaker for the first time.
