• food item that is not Quality 1.
• Item with both nolostbr and offensive tags.
• Active item with summonable tag.
• Quality 4 Planetarium item.
• Any item above Quality 4 that is not hidden ( Serum V is excluded).

There is no item in the base game that has any of the features above. So if there isn't any other mod that adds one, this item can only spawn another Pseudo-official Phraseology.
