Tender Plan is an unlockable passive item in Daydream all Day, a mod for The Binding of Isaac.
Description
On pickupAdds 1 copy of Death Certificate to all item pools.
If Death Certificate does not exist in any item pool, adds it back to all item pools.
While heldIf Isaac holds Death Certificate without Forged Seal, future spawned cards will have a 15% chance to be replaced with Forged Seal.

Unlock Death Certificate.
