Strange Matter is a passive item in Fiend Folio: RELOADED, a mod for The Binding of Isaac.

Grants Isaac a 3% chance to shoot a tear that instantly kills non-boss enemies. The chance goes up to 25% with 13 luck.

When such a tear hits an enemy, it will also spawn green creep that deals 1 damage per tick (30 per second).
