Rerolls entire special room layouts.

A special room is any room that has its own map icon, e.g. a Treasure Room, Shop, Boss Room, Arcade, etc.

Since the entire room layout is rerolled, this means that item pedestals can be replaced with completely new ones, and bosses can be rerolled into other bosses, regardless of the current floor.

If item pedestals or pickups were picked up before rerolling, the new room layout will not contain new ones.

Attempting to use it in a normal room will play a buzzer sound and not waste any charges.

Additional effects can happen after the first use, starting at a set %, and doubling each time (each chance is separate):
• 4% -> pixelate the screen for a few seconds
• 4% -> darken the screen for a few seconds
• 2% -> shuffle Isaac's coins, keys, and bombs
• 1% -> the die becomes corrupted

Once the die is corrupted, it is removed from Isaac's inventory and cannot ever be used again on that run, even if obtained again.

When this happens, there's a 50/50 chance to either teleport to the I AM ERROR room, or to activate the effects of D4.
