When killing an enemy with The Prescript's Target first:
• Gain x2 damage multiplier for the next 4 rooms and a 50% to gain +1 Soul Heart.
• Enemies next room will spawn with 1 Sinking Potency and 4 Sinking Count.

When killing an enemy that doesn't have The Prescript's Target first:
• Remove The Prescript's Target from all enemies in the room.
• Gain +5 Karmic Consequence.

On Room Clear:
• Isaac takes damage equal to (Karmic Consequence on self / 5) (if said damage would kill Isaac, Isaac doesn't take damage).
• Isaac gains +(Karmic Consequence on self / 5) damage.
