For the current room, grants Isaac a plasma whip attack which can be activated by double tapping the fire buttons.

The whip deals quick tick damage equal to 75% of Isaac's damage stat (minimum of 2 damage per tick) and enemies hit by the whip have a 20% chance to be burned. At the apex of the whip's swing, hitting an enemy will shoot 3-6 sparks, dealing additional damage.

The length of the sparks is multiplied by 1.5× if the current room is wet.
