Grants a luck-based chance to fire a freezing flame alongside Isaac's tears. The flame can block up to 4 shots and/or deal 4 ticks of damage before being destroyed, and lasts up to 10 seconds.

Flames deal 1.5x Isaac's damage per tick at full size, and slow down enemies for 2 seconds. The damage dealt is lowered as the flame decays.

If an enemy dies from the flame, they get turned into an ice statue, similar to Uranus.

The chance to fire a freezing flame scales with luck, starting at 8.33% with 0 luck, going up to 100% with 11 luck.
