Adds random tear effects for the current room and distorts the music.

Converts all items in the room into glitched items.

Increases 1 of Isaac's stats and decreases another. Possible stat changes include:
• ±1 damage.
• ±0.5 fire rate.
• ±0.2 speed.
• ±0.2 shot speed.
• ±1 luck.
• ±2.5 range.

If the tear stat reaches a negative number, Isaac's tear stat will instead go to the maximum possible value due to an integer overflow.
