Grants Isaac's tears a luck-based chance to inflict enemies with Doom.

Doom creates a counter over enemies' head that starts at 3. Each consecutive hit decrements the timer by 1. When it reaches 0, the enemy explodes and receive 5x Isaac's damage. The explosion does not hurt Isaac or nearby enemies.

The chance to fire a Doom tear is based on the formula: random(0, 1) × 9 <= 2 + LuckStat × 2.5 / 12.

The Doom effect lasts for 6 seconds, after which the counter expires and resets.
