This item has an active item value. It can store up to a value of 4. These values are gained when item qualities are siphoned during a reroll. If the value reaches 4, it can now reroll items to a higher quality.

For each item in the current room:

If the value is less than 4 Rerolls it into a random item from the current room's item pool with -1 quality.
+1 active item counter.

If the value is greater or equal to 4 Rerolls it into a random item from the current room's item pool with +1 quality.
-1 active item counter.
