Adds a luck-based chance to fire electrical tears, that starts at 33% with 0 luck, going up to 100% with 20 luck.

If an enemy is hit by this tear, they become electrified for 3 seconds.

Every 0.53 seconds, an electrified enemy will be confused and take 1 damage, and every 0.5 seconds will shoot electrical lasers at nearby enemy, dealing x0.5 Isaac's damage.

If room is flooded, doubles lasers arcing distance.
