Adds a luck-based chance to fire soul tears.

Soul tears can travel through obstacles and create a soul explosion on hit.

The soul explosion deals 7 + ((floor - 1) × 0.5) damage to nearby enemies up to 3-4 times, and destroys enemy projectiles. Isaac and the environment are immune to the explosion.
