The chance goes up to 100% with 12 luck.

The effect causes enemies to again receive all the damage received while under the effect multiplied by x1.5, after 2 seconds.

Only tear damage is stacked toward this damage bonus.

Bomb damage from items such as Dr. Fetus is instead multiplied by x1.2.
