When Isaac takes damage for the first time on a floor, the speed debuff is removed, and Isaac gains stat ups based on the number of rooms cleared prior to taking damage on the floor.
+0.015 speed for every room cleared.
+X damage for every room cleared, where X is equal to log((rooms + 1) ^ 3, 10)) / 0.928.

The stat buffs are reset when entering a new floor, and the speed debuff is granted again.
