Grants homing tears.

While holding shoot button, Isaac fires a magic projectile every 2 seconds.

The projectile has longer range, bounces off of walls, and has perfect homing if an enemy gets close.

If the projectile deals lethal damage to a non-boss enemy, it instantly turns the enemy into a random pickup.
