Prevents active items from charging normally when clearing rooms.

Adds a 20% luck-based chance to spawn a Lil' Battery when clearing a room, alongside the original drop.

The chance to spawn a battery is equal to 20% + 3% × LuckStat, starting at 20% with 0 luck, but maxing out at 33% with 4.34 luck.

The room must drop a clear reward in order for the chance to apply.
Unlock: Kill 10 Battery Bums.
